But Are Innocent Citizens Blessed?

As we read here, criminals in Tennessee serve less time than nearly all other state - Is that something to be proud of?

Wauford, a prisoner being released stated

“I’m a 14-time felon, so I’m blessed they didn’t put me away,”

14-time? I ask, are innocent people blessed, his victims? …or do any of those count?
